The project consisted of an analysis of the current state of implementation, mapping of interested parties (stakeholders) and modeling of probable scenarios for the future development of three housing projects for IDPs, including roles for stakeholders and funding opportunities. In particular, during the consultation, a number of working sessions were held with customers and lawyers, a stakeholder map was created, a SWOT analysis of each case was conducted, and future development scenarios were outlined for each, including positive, neutral, and negative scenarios for the short, medium, and long term.
Brief conclusions:
Local, challenge-oriented cooperation of stakeholders from the public, municipal and business sectors enables the rapid creation of living spaces through the repair and conversion of communal or state-owned facilities (kindergartens, schools, dormitories) or private facilities into affordable temporary housing for IDPs.
The formation of an operator organization (GO, BF or LLC) and/or the creation of a community of residents on the basis of such objects, which in turn create a cooperative (again in the form of a GO or LLC with the appropriate charter) to ensure joint management and decision-making may be the optimal way sustainable development and preservation of the social function of housing in communities.
