Changing the rules of the game at the national level by enabling the establishment and management of housing cooperatives, associations, and municipal housing companies will not merely help solve local housing crises. The emergence of new actors will promote diversity of voices in this field, reduce the pressure exerted by the developers' lobby, and increase the range of financing and management models available.
