Despite the importance of overcoming urgent challenges, many problems in the field of housing that Ukraine is facing today are systemic and arose long before the full-scale war. But solutions also existed long before the war in other European countries. These solutions are considered exemplary when it comes to creating and maintaining safe and affordable housing
Ukrainian housing system needs a vision, accompanied by an agreed legislative framework at the national level, oriented to the current needs of society.
The current regulatory acts concerning social housing are unsystematic, too complex and overburden housing projects with outdated requirements. There are no agreed definitions of terms, housing distribution mechanisms, and stable economic models of social, municipal, and non-profit housing. This holds back national progress in the development of new housing stock.
The report provides a systemic overview and a system of recommendations for housing recovery in Ukraine

This report was prepared as a follow-up to the international symposium in February 2023 in Hague. It meets the ambitions of Ukraine regarding the restoration of housing and settlements. It also calls on politicians and managers in Ukraine, partner countries and international organizations to give strategic attention to safe, affordable and energy-efficient housing in future recovery efforts.
